We have the following questions concerning Noblessner
competition.
A) Number of storeys / penthouses on top floor / height
of rooms
Provided detail plan (from 2013) indicates that all 4
waterfront buildings should have 6 floors (5+1). However, the design brief
(English version on page 14) states the following: “...possible, both of the
outermost buildings (the one closest to the sea and the one closest to the
Seaplane Harbour) should be planned to have five storeys. The two middle
buildings should be designed with the maximum number of storeys
permitted."
Question1: Which of the documents prevails? Are indeed
“only" 5 storeys expected on the outermost buildings (which will allow
better views from the top story in the middle buildings)? Has the detailed plan
been updated since 2013?
The design brief (English version on page 16) further
defines that penthouses are expected on top floors.
Question 2: Does this mean that the outermost buildings are
expected to have 4+1 floors (+1 = penthouse)? Also minimum height
requirements for the room height (design brief English version on page 14)
suggest that the outermost buildings have 5 floors in total.
Question 3: Could you please confirm that the minimum
heights of rooms described on page 14 are minimum clear heights (i.e. floor to
ceiling)?
B) Underground parking and number of parking spaces
Design brief (English version on page 19-20): The parking
solution is, in terms of structure and construction, complicated by the fact
that in accordance with the cross-section A-A of the detailed land-use plan,
the parking area has been planned on two non-congruent planes, one of which
extends to below the Dry Storage Area, which is under protection. As a general
principle, that cross-section must be taken into consideration, but later in
the design process, the option of moving the parking level below the Dry
Storage Area to another location, which is under the parking level below the
buildings (Floor −2) is also worth considering.
Question 4: Does this mean that the design proposal should
follow the given cross section in detailed land-use plan or should we already
suggest (a potentially more feasible) solution with 2 underground levels?
Provided detail plan (from 2013) indicates that 78 and 81
underground parking spaces should be build on plots of land 26 and 27,
therefore in total 159 parking spaces. The design brief (English version
on page 20) states the following: The parking spaces must be planned in
accordance with the standards applicable in Tallinn for the number of parking
spaces (see Appendix, point 9) and they may not exceed the standard-compliant
number of spaces indicated in the detailed land-use plan (for plots of land
Nos. 26 and 27), which is a total of 142 spaces.
Question 5: Could you please explain which document
prevails? How many parking spaces are required?
ANSWER
Yes, 5 storeys expected in case of two outermost buildings.
The outermost buildings are designed 5-storeys primarily to achieve higher
ceilings in interior spaces. The height of the house may remain the same.
Detailed plan has not been updated since 2013.
Yes, this mean that the outermost buildings are expected to
have 4+1 floors (penthouse on the upper floor).
Yes, I confirm that the minimum heights of rooms described
on page 14 are minimum clear heights. However this may not be possible in 100%
of the rooms due to the placement of technical systems etc
Yes, you can also suggest solution with 2 underground levels
if staying within the limits of the detailed plan.
In case of commercial spaces the number of parking spaces
depends on square meters of the enclosed gross floor area – 1 parking space per
100 m2 gross area.
In case of living spaces the number of parking spaces
depends on amount of appartements – 1,1 parking space per 1 apartment.
