1. Ground floor absolute height above sea level

 Is the absolute height above sea level regulated by the city plan for the ground floor level? What is the regulation? Existing terrain levels on the location of planned residential buildings seem to be between 2,7 and 2,9 m.

 The existing buildings on the south side (L1, L2, L3, V1, V2) seem to have ground floor on absolute height 3,0 m above sea level. Is this correct?

 2. Maximum building height

 Design brief, page 6, point 1.4. specifies among others also the following: 

- Absolute height: up to 24.5 metres above the Kronstadt datum;

- Height from the ground level: 22 metres

 Detail plan from 2013 on the other hand specifies that "The maximum height of the buildings in the northern part of the planning area is 22 meters (abs = 25.4 m)."

Buildings L1, L2, L3, V1, V2 seem to exceed the level 24.5 meters.

 Could you please clarify which absolute height is relevant?

Also, which of the requirements prevails - absolute height limitation or height from the ground level?

Absolut level for the ground floor is not regulated.

The existing buildings on the south side (L1, L2, L3, V1, V2) seem to have ground floor on absolute height 2,98 m above sea level.

Prevails absolute height limitation. Absolut height limitation in our project is 25,4 meters (old system BK77). But by the EH 2000 (Amsterdam) absolut height limitation is now ~23 cm higher = 25,63 meters.
